Highlights: By section II of decision BC-13/2 on the follow-up to the Indonesian-Swiss Country-Led Initiative, the Conference of the Parties of the Basel Convention, at its thirteenth meeting, adopted the set of revised practical manuals for the promotion of environmentally sound management (ESM) of wastes and the guidance to assist Parties in developing efficient strategies for achieving the prevention and minimization of the generation of hazardous and other wastes and their disposal. The work programme of the expert working group for the biennium 2017/18, as adopted in the same decision, requested the expert working group to test and verify the manuals, guidance and fact sheets developed by the group. The expert working group decided, at its fifth meeting, that pilot projects to test and verify the ESM Toolkit should be coordinated by Basel Convention Regional and Coordinating Centres for Training and Technology Transfer (BCRCs).
The guidance to assist Parties to the Basel Convention in developing efficient strategies for achieving the prevention and minimization of the generation of hazardous and other wastes and their disposal was developed in accordance with the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastes and Other Wastes adopted at the tenth meeting of the Conference of Parties to the Basel Convention (COP-10) in 2011 to enhance the active promotion and implementation of more efficient strategies to achieve prevention and minimization of the generation of hazardous wastes and other wastes and their disposal. This guidance focuses on the upper elements of the waste management hierarchy, namely prevention, minimization and reuse. It provides guidance on developing strategies and measures, both mandatory and voluntary, to achieve the prevention, minimization and reuse of hazardous wastes and other wastes. Prevention may include strict avoidance, source reduction and direct reuse. Minimization includes reuse, recycling and recovery.
The workshop will mainly be composed of two sections. The first section will focus on introducing the guidance and presenting the data collected by the project manager and the technical expert. While in the second section, working groups of the national officials and other stakeholder representatives will be formed to discuss the different aspects of the guidance and the government officials’ feedback regarding its applicability.
Working Language: The working language of the meeting will be Arabic and English.
